The Monroe Doctrine was a declaration by the United States President James Monroe in 1823, stating that the entire hemisphere of America, both from the South to the North was sealed off to new colonization by European nations (Locke and Ben n.p.). Thus, the doctrine supported wars of independence that were occurring in various countries of Latin America. The doctrine changed the American foreign policy in that President Monroe focused on having a strong military. The aggressive foreign policy was adopted following the doctrine as America focused on safeguarding its interests within and outside its borders.
