The articles of confederation were used for governance; in the summer of 1787 in Philadelphia the constitution was written. 12 states were represented by their delegates; the constitution changed the system into federalism where states were federal. Each state had its system of governance but was linked together by a national government. Once the federal government was established, individuals wanted more protection of their rights and freedom.
